Objective

As part of the Pure Water Monterey Program, this project was designed to create a sustainable and drought-resilient water supply for the Monterey Peninsula. Anderson Pacific constructed the Advanced Water Purification Facility (AWPF) — the heart of the program — which purifies recycled water to near-distilled quality for groundwater recharge and eventual potable reuse. It became the first facility in the world to treat a combination of municipal wastewater, agricultural runoff, and industrial process water to potable drinking standards.

Challenge

The AWPF required the integration of multiple advanced treatment processes—microfiltration, reverse osmosis, and ultraviolet/advanced oxidation—within a compact site. Managing extensive mechanical and electrical systems while maintaining tight quality control and coordination with regulators such as Monterey One Water, the Regional Water Quality Control Board, and the Department of Drinking Water was critical to meeting the project’s performance and safety standards.

Results

Anderson Pacific delivered a state-of-the-art purification facility that produces up to 5 million gallons per day of purified water. The completed project met all regulatory testing and commissioning requirements and is now a key component of the region’s sustainable water future. The AWPF stands as one of California’s most advanced indirect potable reuse facilities—providing a reliable, drought-proof source of clean water for the Monterey Peninsula.
