Objective

To expand local water reuse and reduce reliance on potable supplies, the West Bay Sanitary District is developing the Bayfront Recycled Water Facility. Delivered under a Design-Build contract led by Anderson Pacific, the facility will produce high-quality recycled water for use in commercial buildings’ bathrooms, landscape irrigation, and future system expansion throughout Menlo Park.

Challenge

The project features a highly sophisticated treatment process that includes a membrane bioreactor system, nanofiltration, and ultraviolet disinfection to treat wastewater to near-potable standards. Integrating these advanced systems within a compact facility footprint requires complex mechanical, electrical, and process coordination to ensure seamless operation. In addition, the project includes a two-mile recycled water force main, which extends through developed areas to deliver the treated water to end users—requiring precise alignment, deep utility crossings, and continuous coordination with local agencies.

Results

The Bayfront Recycled Water Facility will deliver a reliable, high-quality recycled water source for commercial and landscape applications throughout the Bayfront area. As design-build lead, Anderson Pacific is managing both engineering and construction to ensure seamless design integration, regulatory compliance, and constructability.
The project is currently under construction and progressing on schedule, positioning the District to provide a sustainable, resilient, and scalable water reuse system for Menlo Park’s future growth.
